how can i tell if my 1995 honda has a dirty fuel filter or if my starter just went out?

Towing a Jeep Liberty 2WD?
If I use a tow dolly do I have to put the rear wheels up because it is a rear wheel drive? Has anyone ever towed a 2wd rear drive behind an RV? What is the best way to do that?
