How long does it take to activate? & do they send you a message to let you know?

I've had it for about 6 months now, I have a 18 month contract with Vodafone. Just wondering if I can cancel it? They've let me run up a huge bill with out notifying me, I have so many minutes obviously I've gone over them. I'm really pissed that they didn't tell me!!!!!!! I want to cancel...
