The first overhaul of ALL Cell/service providers should be... Not charging minutes use for any/all incoming calls. Only if you make a call should minutes be charged/used.

You are confused. Fixed dialing only placed restrictions on outgoing calls and requires assistance from the carrier. What you meant to describe was Call Rejection. Some phones have that capability. Calls from numbers on the restricted list either go directly to voicemail or receive a busy...
