    ford 2.3 liter timing problems?

    Have a 2.3 liter 1989 mustang. Setting static timing at 10' BTDC. With the plug back in when yopu check for total advance it goes to a max of about 22 to 24' BTDC. All my resources tell me it should advance to up to 33-38' BTDC at 3500 RPM. Why won't it got to full advance. Performance and fuel...
