is it true tmobile does this, for example the BB 9700 is aroud 450, and they would allow you to pay it off monthly when you first go into purchase it?? this is in la,ca if it matters

well i just checked the tmobile site and there is the 500 minutes and unlimited text and web for $60. i want to get a blackberry 9700, will i have to buy a blackberry plan or is internet and everything covred in the plan.
