It has duel climate control however, the passengers side vents only blow the A.C and the drivers side does not. Is this possibly a bad sensor?

I have replaced the distributor cap on my Camry but this did not seem to work. When the car isn't even moving (just sitting) and its raining out, it starts to spit and sputter. Makes driving dangerous when raining out. What should I do? I also have replaced the spark plug wires too.
