The best ones, in terms of pure story/acting/action quality etc are From Russia With Love, Goldfinger, OHMSS, Spy Who Loved Me, For Your Eyes Only, Licence To Kill and World Is Not Enough.
Personally, I'd go for Goldfinger or Licence To Kill.

I thought it was fanstastic. Great character development, had me in hysterics at parts (mainly the wheel). And so frustrating having to wait for the next one!
The case I'm recalling involved a male and female paedatrician, whose mass diagnoses of child abuse were called into question. I recall the enquiry into that going on in 1986/7. The actual removal of children had thus obviously happened some time before.
