Photoscape is good, and also Pixelmator, but i am pretty sure that is for mac. I had photoscape for years and found it quick and simple to use. There is also Picasa - which is simple too. Otherwise there is photoshop, but it is relatively hard to use, so go for photoscape is Picasa. Hope this...
