That really has nothing to do with it being a private bank. They (the government) has that "power" because it's the "central" bank for the US. All in all, it's still a private entity.

Death Note also came to my mind right away. Light seems to have good intentions, but his ways aren't pure, L, although obviously a good guy has his mysterious moments. I remeraber that I jumped into the middle of the series, and I couldn't tell who was good or bad.
