When i send a text when im in school the delivery report comes up as unsucsessful so i have to send it again, then its sent. It's only when im in school. Why is this happening and how can i stop it

i got my htc hero 2 days ago. when im in school texting i noticed some texts weren't sending. So i got the delivery report. at school and nowhere else it comes up the text hasnt sent, so i press forward and send it to the same person and it works. this happens EVERY time. Why?

i connect it, and i select mass storage. nothing pops up.so i open "my computer" and its in drive e. so i click it and it said please insert a device to drive e. and with media transfer nothing even pops up.. pls answer?
