I can upgrade from Photoshop CS2 to CS4 for $70. Is it worth it (i'm not a serious photographer or anything...)? What new comes with CS4?

I'm 19, and am thinking about starting a side business for Graphic Design. I'm not expecting to make Millions of dollars or anything and it would just be a side business, but are there any Legal, Financial, or Government Requirements I must fulfill? Thanks
