What is the concept of the Mask tool in adobe photoshop? Is it like used to "mask out" a part or parts of an image so you don't screw it up?

Why does Adobe make photoshoping so freaking hard. Layers are just images in the front or back of other images. Its just like send to front/send to back in Microsoft word. Why can't you work on a single piece one at a time and when all your pieces are done then use the Microsoft word philosophy...

Do layers in adobe photoshop have the same function as send to front/send to back in Microsoft Word??????

I have this great idea for a computer, what I'm trying to say is what kind of education is needed to start a whole new computer making company? Example: Steve Jobs created apple inc which introduced a new type of computer.
