I heard that a the leader of a Mexican drug cartel placed 40th on this list and that the mexican president wasn't even on it... I don't know where to find the list though...

I am doing a paper that is due tomorrow (stupid, yes) and I need to know why felipe caledron decided to declare war on the mexican drug cartels. I know it was to stop the drug industry and all but why would he take on such a challenge, and what were his reasons? I'll be checking back a LOT so...
