what is a data plan, if i only had unlimited text and calll on my old phone(not a smartphone) do i get web browsing,facebook, etc with that data plan???

since the phone is a smart phone and requires a monthly fee of atleast 15$ does that include web and evrything because my phone only has unlimited text and call but when i get this phone will i get internet?? HOPE SO!!! plz tell me lol i wanna get the phone its so damn cute and heard it rlly...

since its a smartphone and requires you to pay atleast 15$ a month for it does that 15$ mean it gives you internet because i ALREADY HAVE unlimited text and calling but no internet so if we pay that 15$ does it give you it or you have to add it to the plan

like you dont need a plan for internet you can find connection??
