Tsunade told him not to use it because when he used it against Kakuzu it damaged Naruto as well as finished Kakuzu off. But further down the series, he uses it pretty much non-stop (as in his battle with Pain). Why can he use it basically non-stop now? Did he complete the jutsu so it doesn't...
