A scan tool is not gonna point you to the answer to this problem. Now that being said, check to be sure you installed the filter in the correct direction, its not uncommon for people to get no starts because they installed it wrong.

Sounds like its flooded when you hold the gas to the floor while cranking it puts it in a clear flood mode where it does not inject any fuel while cranking so it can burn out all the fuel left in the cumbustion chamber, try doing this a few times to get it all out then see if it runs good again...

Most likely it is either a Fuel problem or a Ignition problem, the recent work you had done to it does not sound like it would be related. Good luck :)
