    Is the frame measurement what I use to find a bike?

    I'm a short guy (5'5 or 165 cm) and I want a road bike, it says on a site that I need a bike frame size of 52-54 cm. Is that all I need to go for? I measured myself at a bike shop a few days ago and I the guy told me I am about 46". Is that from ground to seat? I saw the measurements here...
