Neither. He isn't stupid and he doesn't care about this country in any traditional sense of "patriotism."

Vasectomies and tying tubes doesn't kill babies and it prevents unwanted pregnancies while affording the recipient the opportunity to later reverse the procedure when they have demonstrated the will and ability to have a child. It is a win/win solution that both sides find offensive for some reason.
