Sure it's like any job....you start out low man on the totem pole and work hard to move up in rank(or up the corporate ladder) and you make more money and live more comfortably....just like in the civilian world you don't live beyond your means

It is probably the packet explaining your insurance benefits and your dental enrollment packet....also yes it is probably also the stuff you need for your ID....we didn't get our decal until our first duty station but that is Army....not sure if the Navy gives them before or not
