as has been said more then once 1039 and 1040 are the nationwide PRL's that are for plans without roaming or the travel time add-on. ROAMING ACCESS PRLS ARE AREA SPECIFIC. And are only updated to the phone with a 228 update IF you have a roaming plan or travel time.
