I hear this a lot. What does that mean when someone calls a woman that?

What does that mean. I hear that phrase a lot from guys and Beauty magazines. Guys will say "I want a eccentric eclectic woman" and magazines will say "How to be a Eccentric eclectic woman" can someone please tell me what that means.
