    not really. Microsoft make a program which is available for free called Frontpage express. This awesome program can do all you need to make and maintain a website.

    You can't appeal on a question of fact. The magistrates have heard both stories and have decided that the facts they believe to be true are those given by the police officer. You could only appeal on a point of law or if significant new evidence was to become available. Give up and pay your fine.
