yea what you're asking isn't possible because for the program to work in the first place, the call has to go through and then it is filtered by the program on your phone. for something like totally dropping the call, the program would have to be on the carrier side that handles the connection...
My wife loves her iPhone and it has anapp for everything- great phone if you can use the virtual keyboard. The Cliq is a great phone with fewer apps but a real keyboard the 3G works well.

As someone who loves using their nexus one, I don't think android is the future and I don't think it'd be a good idea for nokia to adopt it now.
