My front yard is pretty much always water-logged and nothing(other than grass) grows well in it, so I was thinking of making a raised garden bed. Roughly how high should I make it and would I still need to remove the grass growing under it?

Am looking for some plants to grow in a part-shade/sun garden in my front yard that are low maintenance(minimal pruning, etc), help deter weeds and preferably has flowers of some sort.
I've already tried petunias but they become very messy after a while.
If they're an honest shop, they'll tell you flat out you should go to a restoration specialist and refuse to touch it.
If they're dishonest, may the patron saint of vintage cars help you.
