it very well could be a scare tactic from the rating agencies. but missing a payment = default, not downgrade. a downgrade comes about because of changes in the economic environment that could hurt the ability to service debt, or changes in the underlying fundamentals of the credit.

So we better blame him then for congress not working together (both house and senate) to put legislation on his desk that would help.
