cesspool? b? lets say there is an empty lot next at lake tahoe and someone wants to build their house there but there is a cesspool next to it. where do you find the regulation that you cant do that?

i want to hike half dome around aprilish. itll be about 6 people and we want to bring our own tent and camp at yosemite. we dont want anything we need to backpack to. just something we can roll up in our car too and then be close to the half dome trail from there. any recomendations on a site...
