What are a couple of characteristics of an older steel Serotta bike?

I am thinking about getting a serotta frame for around $300. Would it be cheaper to rebuilt it with all new parts, (maybe even new paint). or would it be a better deal to go with some other new bike. How much does it usually cost to build a bike with all new parts? Thanks
