My horn stopped working for no reason a few weeks ago, Can anybody tell me how to fix this or check to see whats wrong please!

I bought a pair of Hid lights for my accord but i think that theyre aimed too high and might blind oncoming traffic . Can anybody tell me how to lower the bulb? thanks!
