This noise is in the rear side panel in the back of truck, you can take off panel & see this motor, it constantly is turning & stays on, what can this motor be & why does it stay on

My husband replaced size 17's for 20's on his dodge ram truck. We are in need to sell the 17's to make room in our garage. These tires are in fair shape, useable, & is a complete set. I would like to know about how much are these tires worth. Please give me a ball park figure.
