i think last year you were only allowed to open them on new lines. i think upgrade eligibility was allowed shortly after. or i may be confused. like you said, you definitely couldn't buy it outright in the beginning, you had to open a new line to get it.
regardless, I won't be getting one...
I think you can almost guarantee good reception with any Nokia phone. I've not had problems with Motorola RF myself, but I have heard others that have. Stay away from Siemens and Kyocera.

The Telus HSPA network works on the 850/1900 bands. You shouldn't have any need for CDMA once you upgrade to their HSPA network unless it is not available where you live.
If you want an Android phone that works on Telus HSPA, Wind/Mobi AWS, and Euro/Asian 3G, I might suggest the T-Mobile...
