i think last year you were only allowed to open them on new lines. i think upgrade eligibility was allowed shortly after. or i may be confused. like you said, you definitely couldn't buy it outright in the beginning, you had to open a new line to get it. regardless, I won't be getting one...

I think you can almost guarantee good reception with any Nokia phone. I've not had problems with Motorola RF myself, but I have heard others that have. Stay away from Siemens and Kyocera.
