Does anyone know if bell charges by minute or by second? So if I had 200 minutes and someone called me to say something that took 10 seconds would I have 199 minutes left for 199 minutes and 50 seconds?

So school started last week and last night my dad barges into my room and takes my ipod away because school starts. I got an 84 average last year and I don't understand why he took it away. What should I do.
