Whenever I turn the wheels when idleing, it makes a weird whining noise (till I stop turning) and it's hard to turn. If I give it some gas then it makes less of a whining noise and it's easier to turn, but it still does it..if I'm driving it doesn't do it unless I am going really slow, what...

Try to push on it, and keep pushing on it while trying to open it at the same time. This is what I have to do with my (98 [regular] cherokee) good luck :)
