It sounds fine; I doubt that you'll have any trouble with that quote. I suggest you not worry about the cover, title, or anything else at this point except writing the book. There will be plenty of time later for rewrites and changes you want to make. First and foremost; finish the book.
By reading the blurb I would suspect that the story title should be Behind HIS Eyes. Anyway it's not something I would read, but I doubt that I am your target audience.

The Bible isn't totally correct; I'd say it's actually the Torah. While the Torah is basically the Old Testament of the Bible, it was around on its own for centuries before the new Testament was written and so had more opportunity to be quoted. "Thou shalt not kill"
