In my opinion, both Labour and the Conservatives can stake a claim to be the party of incompetence when in power; e.g. the Tories with the poll tax which led to riots, and with the Black Wednesday fiasco, and Labour with the recession following Gordon Brown's "no more boom and bust" assertion...
