    higher water rates, 'cos the building was built pre; 1965 does anyone know why?

    my 80 year old mum got a water bill for £940 for 9 months water charges, she lives in a small 2 bed ground floor flat, she contacted the water company to say they had made a mistake, they replied saying the bill was correct and was high because the property she lives in was built before 1965...
