Well the vibration could be multiple things. You could have an ignition problem at low rpms where its missing or you could have a fuel delivery problem.
As far as the clunk goes it could be your tranny shifting hard. I would recommend checking the tranny fluid first to see if that is worn out...

I don't think your springs are bad. It would most likely be your shocks or struts are worn out if it sits really low. I would check that first.
Edit: Well then I would just go to a junk yard and get the shocks out of another regal and that should give you stock height. If that doesn't raise it...
