    Web design/HTML problem. Please help?

    Its a bit tough to explain. But.... I have begun designing a website and I have a test server where I can see the site. When I go onto this to see the progress a problem is showing. When I resize the browser window, it makes my website move. E.g the background for my header, will get smaller...

    Are there any free websites or blogs that allow HTML editing?

    I have been on e-blogger but it wont let me edit HTML. I basically want to design a website from scratch but as I am not an expert I wish to find a website which lets me design a website for free. Any useful answers will be much appreciated. Cheers
