You buy the filter separate. from the pump. Each shop charges differently call around and get a bid. I charge 300 at my shop in WA state if that helps

Get some pb blaster and spray it. Get it at any auto parts store. Loosens up anything. Look at the rotor and see if it has two extra threaded bolt holes and thread two bolts into it to push it off. Good luck.
