There should be a fuse that says lock on it . Check your fuses first , because both are with fuses.If it isn't the fuse you probably have a wire problem and need check with a wire tester called a "probe" tester for find your problem

Get some pb blaster and spray it. Get it at any auto parts store. Loosens up anything. Look at the rotor and see if it has two extra threaded bolt holes and thread two bolts into it to push it off. Good luck.
