When ever i hit a bump the front of the car bounces up and down for a little bit, is there anyway i can stiffen them so they are not as soft or are they just going bad?

I have a go kart that was given to me and i suspect that the tires have never been changed on them because the rims are rusted to the tire and i cant rip them off without cutting the tire to pieces. Any ideas on how to get these things off?
