    why 1974 dodge truck wont start?

    Everything under the hood tests good and even went step by step with MOTOR manual on checking the ignition system with an ohm meter . Everything passes the test but still the engine will not fire the plugs . Yes I did the ballast test and even bought a new one just to double check . no help
