i already change the spark plugs, change oil, air filter. the results have a high number in HC(PPM) and CO(%). i want to know what else should i change to make this car pass the smog.

i need to tune up my Toyota Camry, but i having a hard time to figure out how to get the 3 spark plug that is under the intake manifold. Do i have to take everything out or is there anyway i need to do to get those 3 spark plugs?
