    Is it legal to bait a thief?

    My neighbor and I just busted our former neighbor with her son's bike in the back of his van. He returned it when he realized we were calling the cops, so we can't bust him for stealing the bike. Is it legal to bait a thief? We want this idiot to go to jail!
