water has to have somewhere to evaporate to. think of a pond and if it is so wet outside that is is nearly raining, water is not going to evapoate quickly or think of the desert where the air is very dry and the pond evaporates faster.
rn's don't take as advanced classes in bio and chem as pre-med so it is easier to be a bio major and get into med school than a nurse that has to go back and take more classes
ask at the license branch. I know you have to have a police inspection and they run the VIN numbers but I know it can be done. You need a title to get insurance!
