Yes, kind of. The higher rank you obtain the higher security clearance you need. So you can only go as far as your security clearance will allow. Hope that made sense. Hard to explain. So you wouldn't be able to get as high a rank as a US citizen.

You could be a Army or USMC engineer, or a Navy Seabee(Navy engineer).

As long as you have your high school diploma and have no felony charges on your record, then all you have to do is walk into a recruiters office. They'll take care of everything...mostly.
