Not the case. You can use free Wayfinder for mapping but you don't get turn-by-turn directions unless you buy a subscription to Wayfinder. This is exactly the same as how Nokia Maps works. You can also use Maemo Mapper which allows you to stream maps similar to the way Google Maps works...
