In the lowest/highest gear, your chain is at such an awkward angle that it forces itself off the teeth. It is also possible that your front chainring is bent, which would make it easier for the chain to pop off.

Are you putting in a lot of effort? The key to getting faster is just riding with hard effort, but you need a slow ride after every fast rid, to recover properly, and be stronger for the next ride. When I was 16, my avg was between 14 and 15. Now my average speed is over 18.

What kind of bike specifically are you looking for? Downhill, XC, Race, etc? I would always stick with Trek, but bicycling magazines reviews of the rocky mountain brand also was favorable.
