    If the glass is intact, you are ok. throw it in the dry garbage if that is acceptable in your area. or get it to a hazardous waste site intact.

    yes concrete can be built up with more cement but you may want to consider a wooden structure. It would be cheaper and probably less prep and mess. use termite resistant wood and if there is a chance of dampness, use a vapour barrier on top of the existing floor.
