I remember for S60v2 there was this app that would capture all outgoing calls and insert a calling card number in front, mainly for when roaming and such, but could be set for anything. Is there anything like this for S60v3 so I just dial a number and it automatically goes through the calling...

For which carrier? For AT&T, you can get any unlocked/unbranded TS smartphone and AT&T cannot force you to have data plans. For T-Mobile, you can buy the its smartphones outright and you don't need to add a data plan. Or you can buy an unlocked/unbranded smartphone.
