About 5 seconds after I start the van the rad. cooling fans kick on, and do not shut off until I shut off the key. Does this sound like a relay? Thanks

I bought a bicycle at a yard sale. Everything works well, except that it will not shift into first,second, or third gear. All the other gears work well, and shift smooth. Any ideas?
