Could this be a sign of a newly built engine or that the engine may be built/bored

In park I bring the rpms to red line. But if I drive/put a load on the engine it will only come up to around around rpms. Thin it will start to back fire out the carb I put a timing light one the engine and the timing mark is way off but engine still runs tryed adjusting the timing mark by...
